Explanation
This is a mnemonic to help you remember the seven diatomic elements, in order by size. Most words give one letter, but "Clear" and "Brown" each give a two-letter chemical symbol: Horses(H) Need(N) Oats(O) For(F) Clear(Cl) Brown(Br) (i)(I) โ H-N-O-F-Cl-Br-I, standing for Hydrogen, Nitrogen, Oxygen, Fluorine, Chlorine, Bromine, Iodine. ("Eyes" just completes the sentence.) BrINClHOF spells the same seven symbols in a different, jumbled order.
"Have No Fear Of Ice Cold Beer" lists the same seven elements in a different order, this time by the first letter of each element's name rather than its chemical symbol: Have(H) No(N) Fear(F) Of(O) Ice(I) Cold(C) Beer(B) โ H-N-F-O-I-C-B, standing for Hydrogen, Nitrogen, Fluorine, Oxygen, Iodine, Chlorine, Bromine.
